What should the drainage engineer do?

The first thing they should do is work out where the problem is - perhaps it is just a simple u-bend blockage that needs a few good strokes with a plunger and problem solved.

More likely the problem will be in the main part of your drainage system. The engineer will rod the drains which in most cases will clear the blockage and solve your problem.

What else could the drain engineer do?

Many drain cleaning companies will recommend a cctv survey and high pressure jetting. In some cases both of these can be very useful, in particular where rodding doesn't seem to solve the problem.

Is that entirely necessary

If a good rodding clears the drains then a pressure wash and CCTV survey won't necessarily be needed.

Usually the drain engineer will be able to gauge by the flow whether the work has been successful - maybe the problem was over enthusiasm with the toilet paper - have you got kids in the house?

If rodding doesn't work then it is useful to know why the drains won't flow, hence having a look using closed circuit television. This will help to tell the engineer what the problem is - perhaps your drains are scaled or collapsed?
